A dispute that threatened to split the Afghan Taliban has been resolved after relatives of late leader Mullah Omar backed his successor, the group says.

A spokesman told the BBC that Omar's eldest son and brother swore allegiance to Mullah Akhtar Mansour on Tuesday - and the movement was now united.

The move consolidates the new leader's place after weeks of uncertainty.

His swift appointment had angered some Taliban leaders after the group's founder's death was confirmed in July.

Mullah Omar's family and a number of senior figures were against his successor and splits emerged into the open.

--Long seen as acting head of the Taliban, and close to its founder Mullah Omar


--Born in the sixties, in Kandahar province, where he later served as shadow governor after the Taliban's fall

--Was civil aviation minister during the Taliban's rule in Afghanistan

--Has clashed with Abdul Qayum Zakir, a senior military commander, amid a power struggle and differences over negotiations with the Afghan government

--A man claiming to be Mansour met former Afghan President Hamid Karzai for peace talks in 2010 - but it later emerged he was an imposter

The BBC's Dawood Azami says Mullah Omar's son and brother - Mullah Yaqoub and Mullah Manan - have little military power but their support is symbolically significant. He says Mullah Mansour's leadership now seems accepted by most Taliban.

Several other heavyweights not already on board are now expected to follow suit.

The support of important Taliban commanders in the south has yet to be secured but would be even more important, our correspondent says.

"We intend to protect and keep this movement united," the Taliban said in a statement on their website.

Speaking to BBC Persian's Harun Najafizada, Taliban spokesman Zaibullah Mujahid did not reveal where the secret meeting had been held but said it had been "splendid".

Asked about other senior Taliban figures such as Manan Niazi, Mullah Hassan Akhund and Mansour Dadullah, the spokesman said: "They have not yet given allegiances, but they should give it now, because they were waiting for the family of the commander of the faithful to go first."

The Associated Press news agency reported that it had spoken to Mullah Manan and he confirmed that he and Mullah Yaqoub now supported Mullah Mansour.

The two men made their support conditional on the new leader accepting eight demands, giving them more say, an aide to Mullah Yaqoub told Reuters news agency. These included restructuring the leadership shura (council) and ruling by consensus.

"Mullah Mansour accepted all these demands," the aide said.

Last month the Taliban admitted covering up Mullah Omar's death for two years, for tactical reasons. Earlier this week his son said he had died of natural causes in Afghanistan, after contracting hepatitis C.

This conflicts with the account given by the Afghan government, which said Mullah Omar died in hospital in Karachi in 2013, despite Pakistani denials he was in the country.

The death disrupted fledgling peace talks between the Afghan government and the insurgents, but hopes for talks will rise if Mullah Mansour's position is more secure.

Ryan Adams has released the first fruits of his project to cover Taylor Swift’s 1989 album in its entirety.

On Thursday, Zane Lowe played Bad Blood on his Beats 1 show. Adams’s version is smoother and more gentle than the original, sprinkled with pedal steel guitar that takes Swift back to her Nashville roots.



Adams announced that his 1989 album will be released digitally on 21 September, with physical versions to follow. The wayward troubadour has shared clips from the sessions on Instagram, promising a string quartet on Blank Space, which also boasts a “deep end Smiths vibe”.



Welcome to New York, meanwhile, promises to be “the saddest version ever – or your tears back”. However, other tracks – for instance Style – are more upbeat.

On Twitter, Swift described the news of the album’s release as “surreal and dreamlike”. Adams has form in unusual covers, recently bowing to the inevitable and covering his near-namesake Bryan Adams’s Summer of 69. In 2002, he covered the whole of the Strokes’s album Is This It, though it was never released.

A powerful 8.3-magnitude earthquake has struck off Chile, killing eight people, forcing the evacuation of a million and sparking warnings that tsunami waves could reach Japan.

Buildings swayed as far away as in Buenos Aires, Argentina, 1,500 kilometers (1,000 miles) to the east. In Chile, people ran out into the streets in terror.

TV footage showed stores with floors strewn with a mess of broken bottles, jars and other spilled merchandise.

It was the sixth most powerful quake in the history of geologically volatile Chile and the strongest anywhere in the world this year, Deputy Interior Minister Mahmoud Aleuy said.

The death toll of eight was given by Interior Minister Jorge Burgos.

Strong aftershocks followed the first quake, and a tsunami alert was imposed for hours for the Chilean coast. But it was lifted before dawn Thursday. Many people were evacuated to higher ground.

Tsunami warnings were issued in New Zealand and other countries in the Pacific.


In Chile, more than 135,000 families were left without power in the north-central coast area, the National Emergency Office reported, lowering an early figure.

Central Choapa province, which is closest to the epicenter, was declared a disaster zone and placed under military rule.

The United States Geological Survey (USGS) said the quake occurred at 2254 GMT and measured a 8.3 on the so-called moment magnitude scale.

It occurred at a shallow depth, 228 kilometers (about 140 miles) north of Santiago, a city of 6.6 million people.

The Chilean government put the main earthquake at 8.4 on a slightly different measurement, the Richter scale.

"The motion began lightly, then stronger and stronger," said Santiago resident Jeannette Matte.

"We were on the 12th floor and we were very afraid because it was not stopping. First it was from side to side, then it was like little jumps."

Interior Minister Burgos said evacuation of coastal towns and cities had been ordered as a precautionary measure. Classes were cancelled in coastal areas.

Among the dead were a woman in Illapel, close to the epicenter, and an 86-year-old man in Santiago, where there were scenes of pandemonium as thousands fled swaying buildings.

Hardest-hit Illapel, a coastal city of 30,000, saw its electricity fail and several homes collapsed. Around a dozen people were injured.

In coastal La Serena, in the north of Chile, "people were running in all directions," said resident Gloria Navarro.

Waves crashed across costal roads in the regions of Coquimbo and Valparaiso. Rough seas were also forecast for Thursday.

Fear in Argentina

Fear also seized residents in Argentina.

"We went into a panic and the floor kept moving. We went out into the hallway and down the stairs," Celina Atrave, 65, who lives in a 25-story high-rise near downtown Buenos Aires, told AFP.

Chilean President Michelle Bachelet said she would travel to the quake-hit area to assess the relief effort.

The Hawaii-based Pacific Tsunami Warning Center said tsunami waves were also possible in French Polynesia, Hawaii and California, officials said, as well as smaller waves as far afield as Japan and New Zealand.

The first tsunami waves struck Chile's coast, including the tourist city of Valparaiso, local television pictures showed, but there were no immediate details of damage or injuries.

A precautionary alert for Peru was later called off, civil defense officials said, but scared residents in the city of Ilo, close to the border with Chile, remained out on the streets and on higher ground nonetheless.

In April last year, a deadly 8.2-magnitude earthquake in northern Chile killed six people and forced a million to leave their homes in the region around Iquique.

And a February 2010 quake that struck just off the coast of Chile's Maule region measured 8.8 in magnitude, making it one of the largest ever recorded.

It killed more than 500 people and inflicted an estimated $30 billion in damages.

At least 170 people have been killed after an oil tanker exploded in South Sudan, a presidential spokesman said.

The tanker had veered off the road in Maridi, Western Equatoria state, and local residents were siphoning off the fuel when the vehicle exploded, Ateny Wek Ateny said.

At least 50 people are reported to have been injured.

Local hospitals have been overwhelmed, and state officials have appealed to the Red Cross and the UN for help.

The tanker was travelling from the capital Juba to Maridi, some 250km (155 miles) away, when it came off the road.

Residents of nearby communities did what many people do after similar crashes in Africa, they rushed to scoop up the leaking fuel before it seeped away.

The state's minister for information Charles Kisagna told the Reuters news agency he feared for the injured.


"We don't have medical equipment and these people may not survive because we do not have the facilities to treat the highly burnt people," he said.

South Sudan became an independent country in 2011, after a peace deal with Sudan that ended Africa's longest-running civil war.

But the country is one of the poorest in Africa, and more than 2.2 million people have been forced to flee their homes because of a conflict between government troops and rebel factions.

A tentative internationally-mediated peace agreement was signed in August but the ceasefire has already been violated.

A cup of coffee in the evening may be keeping you awake for more reasons than you realise, scientists say.

Their study, in Science Translation Medicine, showed caffeine was more than just a stimulant and actually slowed down the body's internal clock.

A double espresso three hours before bedtime delayed the production of the sleep hormone melatonin by about 40 minutes, making it harder to nod off.

Experts said our own actions had a huge influence on sleep and the body clock.

One of the researchers, Dr John O'Neill, from the Medical Research Council's Laboratory of Molecular Biology in Cambridge, told the BBC News website: "If you're tired and having a coffee at night to stay awake, then that is a bad idea, you'll find it harder to go to sleep and get enough sleep."

In his half of the study, cells grown in a dish were exposed to caffeine to work out how it changed their ability to keep time.

It showed the drug was able to alter the chemical clocks ticking away in every cell of the human body.


Wakey wakey

Meanwhile, five people at the University of Colorado Boulder, in the US, were locked in a sleep laboratory for 50 days.

And as light exposure is the main way we normally control our body clock, they spent most of their incarceration in very dim light.

In a series of experiments over the month and a half, the scientists showed that an evening dose of caffeine slowed the body clock by 40 minutes.

It had roughly half the impact of three hours of bright light at bedtime.

Take the test - are you are lark or an owl?

Dr O'Neill said it would be "complete speculation" to set a cut-off time for drinking caffeine in the evening but he personally never drank coffee after 17:00.

He said the findings may help treat some sleep disorders and people who naturally woke up too early - known as larks - to help keep them in sync with the rest of the world.

"It could be useful with jet lag if you are flying east to west where taking caffeine at the right time of day might speed up the time it takes to overcome jet lag," he added.

Prof Derk-Jan Dijk, from the University of Surrey, told the BBC: "Individuals differ in their sensitivity to caffeine, and if coffee drinkers experience problems with falling asleep, they may try to avoid drinking coffee in the afternoon and evening."

He added that people "too often" thought they were a "slave" to their body clocks and programmed to wake up early or late.

"These and other data clearly indicate that we can to some extent modify these rhythms and that part of the reason why we sleep so late relates to factors such as caffeine intake and the exposure to artificial light in the evening," he said.

The 55-year-old music mogul - who is currently head judge on 'The X Factor' - has reportedly been signed up to take over from the comedian and talk show host on the next series of the US talent show following his decision to quit earlier this year.
A source shared: "Simon has been off the television in the last couple of years focusing on family life. But with his comeback to British screens, he also wants to make his way back into America.
"And he's more than used to the travel."
Simon - who is also a judge on 'Britain's Got Talent' - first appeared on US television on 'American Idol' from 2002 to 2010 before launching the US 'X Factor' in 2011.
However after the show failed to take off in the States, the Syco boss decided to return to the UK version last year.
And if Simon does join 'America's Got Talent' he will be reunited with his former fellow 'X Factor' judge Mel B - who was axed in favour of Rita Ora earlier this year - who sits on the judging panel alongside Heidi Klum, Howie Mandel and the departing Howard Stern.

When 14-year-old Ahmed Mohamed of Irving, Texas took a clock he had made himself to school, he didn’t expect to be led away in handcuffs. The young engineering and robotics enthusiast had his homemade tech confiscated by an English teacher. School officials and police officers, convinced it was a bomb, or at least a hoax bomb -- despite the Muslim student’s protests that it was just a clock -- led him away in handcuffs to a juvenile detention facility, where he was fingerprinted. Even after he had been released to his parents, he was suspended from school for three days.



While the police have dropped charges against him, many people were outraged by the fact that a talented, dedicated student was unduly punished for trying to show his teachers a piece of technology he had created outside of the classroom, reports Mental Floss.

Bangladesh second-string side began their tour of India on the wrong foot as they went down to a thumping 96-run defeat against their counterparts in Bangalore yesterday.

After being asked to bat, India finished on a mammoth 322 for 7. In reply, the visitors were bundled out for 226 in 42.3 overs.

At the halfway mark, Bangladesh's plan to bowl first seemed to be working as they had reduced India to 125 for 5. The hosts though, fought back through their tail. Sanju Samson, Gurkeerat Singh and Rishi Dhawan -- batsmen number six, seven and eight -- scored fierce half-centuries to take the game away from Mominul Haque and co.

Not only did the visitors struggle to take wickets in the latter stages of the game, they also gave away more than 100 runs in the last eleven overs.

Bangladesh A head coach Heath Streak was disappointed with the bowling at the death.

"We started the first five overs badly. We gave away too many extras. Shafiul [Islam] bowled well but Taskin [Ahmed] struggled. He got injured eventually, which put us under more pressure.

"We had to use our part-time bowlers to complete the overs and that wasn't too helpful," said Streak.

"The execution wasn't as great in the death overs. That's something we will have to talk about before the next match," he added.

A similar scenario unfolded during Bangladesh's chase. India's left-arm pacer Sreenath Aravind ran through the top order. He removed Soumya Sarkar and Rony Talukdar in consecutive deliveries and was on a hat-trick. After 17 overs, the visitors were struggling at 87 for 5. However, just like the Indians, Bangladesh staged a comeback after the fall of the fifth wicket courtesy of a 120-run stand between Nasir Hossain and Liton Das.

The players were cautious at the start. But once they scored 50 runs, they began to unleash and raced towards their half-centuries. Liton scored a run-a-ball 75, while Nasir scored 52. However, once that stand was broken, the visitors crumbled.

"It was a mixed performance on the whole. At one stage we were 209 for 5 and the target was very much gettable. But [Suresh] Raina took a good catch to dismiss Nasir and that's when we lost the plot," said chief selector Faruque Ahmed, who is travelling with the team.

"After over number ten, the wicket becomes good for batting. The players know that now and I am sure they will improve a lot more in the next two matches. It's just a matter of time," added Faruque.

The next match is on Friday.

Of course, not everyone was so enthusiastic about West's latest fashion week offering. The "FourFiveSeconds" rapper ruffled some feathers earlier this week when he decided to add his show to the lineup last minute, choosing the same time—Wednesday at 12 noon—that designers Naeem Khan and Anne Bowen had already scheduled for their presentations.

Bowen, for one, made sure that the intrusion didn't go unnoticed. Speaking out to Women's Wear Daily, she said, "Kanye knows he is a media sensation and it is just not ethical to do this. Here are some steps to help you get over the “I'm such a loser” phase.

#1. Make a list of her cons. Firstly, you need to remind yourself why you are actually better off without her. So make a list of anything and everything about her that you dislike. Don't write anything positive about her, just the negatives. Does she judge people based on appearances? Write that down. Does she laugh funny? Write that down. Is she an avid lover of the 50 Shades trilogy? Why aren't you writing all these down already?

#2. Send her a congratulatory message, even if it kills you to do so. Why? To show her that you are over her, and to subtly convey that you aren't bothered the least bit. This in turn will bother her. You know, reverse psychology and all. And it will specially sting her if she's trying to rub her newfound happiness in your face. Keep the message simple, but add a little twist that leaves her hanging, like “Hey, congratulations! I'm really happy that you finally found someone to share your life with.” The operating word here is finally. Who's having the last laugh now?

#3. Block her. If things had ended with the two of you calling truce and remaining “friends” on Facebook, now is the time to let her out of your sight for good. You don't need to see a gazillion pictures of her wedding and marvel at how pretty she looked in her wedding dress, or how she's enjoying her honeymoon, do you? Unfollow her, unfriend her, block her. Also unfollow her best friends or those who will possibly post a hundred pictures of your ex's entire wedding saga. They're all dead to you from this moment on, you hear me? DEAD.

#4. On the wedding day, buy yourself some kacchi. I'll just go ahead and assume that you weren't invited to your ex's wedding. In case you were, I hope you aren't considering going. But why should that stop you from having the biye-bari food? Go get yourself some good kacchi biriyani and borhani. In fact, gather up your buddies, head over to Puran Dhaka, and claim, “Tonight, we feast like kings!”

I would ask you to throw a shindig on the day of her wedding and to invite all your mutual friends, but we both know you probably don't have that much dough in your pockets. So settle for the kacchi and borhani instead.

#5. Finally, man up with some guy movies. Be it the Mission Impossible films, Rambo trilogy, or anything else, every guy has some favourite action movies that they can watch any day, any time. So select your favourite action films and go for a marathon, and keep watching them till your testosterone levels go so high that you become Vin Diesel overnight.

If you tried all of the steps but still can't get over your ex-girlfriend getting married, get a big box of ice cream, turn on a chick flick and cry yourself to sleep. Embracing your feminine side helps, I hear.

Kanye West's last-minute New York Week Fashion show took place today (Sept. 16) at noon. And although Yeezy Season 2 event irked some in the industry -- one designer with a show scheduled for same time described his surprise show as an unethical Goliath vs. David move -- it's bound to please fans, because it gave us a new Kanye song.

Featuring an Auto-Tuned voice, a funky bass line and an old soul sample (Motown act The Undisputed Truth, via CoS), the tune played over video of people lined up in 1984-like lines. Watch a preview of the song from the dress rehearsal below, and beneath that, check out the full track, reportedly called "I Feel It."

West's NYFW show predictably attracted an all-star audience: Lorde, Miguel, Seth Meyers, Anna Wintour and Michael Strahan were all in attendance .

Last year's show for Yeezy Season 1 gave us Kanye's Sia collab "Wolves," which still hasn't seen official release.

Police in Nepal fired rubber bullets into a crowd of demonstrators killing four people including a four-year-old boy, officials said today, the latest in a series of clashes over a plan to set up a federal system.

More than 40 people, most of them protesters, have been killed since a draft of a new constitution was presented in August, with members of minority groups in the southern plains rejecting the plan that would divide their homeland.

Proponents of the long-awaited charter, which could be made into law as early as Sunday, say it will bring much-needed political and economic stability to a nation recovering from years of civil war and, more recently, two devastating earthquakes.

But fierce opposition continues to the plan, which would set up a federal system that would break up a belt of the southern plains, known as the Terai, and merge it into larger provinces with other ethnic groups.

Protesters in the southern district of Rupandehi threw stones and petrol bombs at a convoy of trucks being escorted by police on Tuesday evening, said chief district officer Bishnu Prasad Dhakal.

"The police fired tear gas to try and disperse the crowd, but were unsuccessful. Then they resorted to rubber bullets," said Dhakal. He said no live bullets were used.


A four year old boy was killed in the clash and three protesters later died of their injuries, he said. Five protesters and 20 police were injured.

An official at Universal Medical College, who declined to be identified, confirmed five civilians were undergoing treatment for bullet wounds in the hospital, but declined to say whether the wounds were inflicted by live or rubber bullets.

The United States and India have both called for security forces to exercise restraint in responding to the protests.

This week, lawmakers have met in the capital, Kathmandu, to vote on each clause of the draft constitution, including one that was rejected on Monday that proposed to make Nepal a Hindu state.

If the document is endorsed by a two-thirds majority of the legislature, the president could enact the constitution as early as Sunday.

The government invited protest leaders from the Terai to Kathmandu for talks last week, but the agitating groups have rejected the overtures.

Prime Minister Sheikh Hasina has provided Tk 5 lakh for the treatment of ailing veteran singer and artiste of war-time radio station Swadhin Bangla Betar Kendra Lucky Akhand.

"The Prime Minister provided the financial assistance today for the medical treatment of the eminent artist now being treated in Thailand," PM's Special Assistant Mahbubul Hoque Shakil said.

On Monday, the ladies of The View were discussing the recent Miss America pageant, during which, for the talent portion, Miss Colorado Kelley Johnson performed a monologue and discussed her profession as a nurse. Well, the co-hosts were not having it.
Michelle Collins said, "then there was a girl who wrote her own monologue and I was like 'Turn the volume up, this is going be amazing, let's listen'. She came out in a nurse's uniform and basically read her emails out loud and shockingly did not win." she continued, "I swear to God it was hilarious." Joy Behar asked, "Why does she have a doctor's stethoscope on?" Before Collins clarified, "She helps patients with Alzheimer's, which I know is not funny, but I swear you had to see it." Of course, Behar misspoke, as a stethoscope isn't just for doctors—nurses wear them, too—a point that a number of nurses were more than happy to make on Twitter.

The Australian government has confirmed it has launched its first air strikes inside Syria against targets of the so-called Islamic State (IS).

Australia is part of an international military coalition targeting IS strongholds in Syria and Iraq.

Three air strikes were made on Monday, destroying an IS armoured personnel carrier and a crude oil collection point, the US said in a statement

Australia's air force has been bombing IS targets in Iraq for about 12 months.

Former Australian Prime Minister Tony Abbott last week confirmed the Royal Australian Air Force (RAAF) would extend its action from Iraq into Syria at the request of the US, as he also announced that Australia would accept 12,000 Syrian refugees from persecuted minorities.

The UK, United Arab Emirates, Canada, and France were some of the other nations who took part in the most recent bombing raids, according to the statement issued by the US Central Command.

Fifteen air strikes were carried out in Iraq, using attack, bomber, fighter, fighter-attack and remotely piloted aircraft, it said.

Australia's Defence Minister Kevin Andrews said two RAAF hornets identified the personnel carrier, hidden in an IS compound.

"One of the Hornets employed a precision guided weapon to destroy the target," said Andrews.

"This was done from a distance or height that preserved the safety of the Australian aircraft," he said.

"We work within very strict rules of engagement, and those rules of engagement are to ensure as far as possible that we don't have unwanted civilian casualties."

Ohio’s Cedar Point amusement park released a CG mockup of its newest coaster, the Valravn Birdseye, which will be the tallest, fastest and longest dive coaster.

Not only that, but when the ride opens next summer, the Valravn Birdseye will break 10 roller coaster records:

1. Tallest dive coaster (223 feet)
2. Fastest dive coaster (75 mph)
3. Longest dive coaster (3,415 feet)
4. Most inversions on a dive coaster (three)
5. Longest drop on a dive coaster (214 feet)
6. Highest inversion on a dive coaster (165 feet)
7. Most roller coasters taller than 200 feet at one amusement park (5)
8. Most rides at one amusement park (72)
9. Most steel roller coaster track at one amusement park (52,125 feet/9.9 miles)

The Valravn Birdseye was designed and built by Bolliger & Mabillard in Monthey, Switzerland, and is the 100th coaster the firm has created.

The roller coaster is expected to go into operation in the summer of 2016, so all roller coaster lovers rejoice! And maybe start getting in line for the first ride.

Human rights get a boost





The latest High Court verdict scrapping a law that had indemnified all actions including killing in the Operation Clean Heart by joint forces 12 years ago is a welcome boost for people's right to life and right to protection of law.
This landmark verdict upheld once again people's right to life, a fundamental right guaranteed by the constitution, which says no person shall be deprived of life save in accordance with law.
The significance of this verdict is far reaching. It strongly and unequivocally speaks for the rule of law which says nobody should be indemnified for extra-judicial killing.
The verdict came at a time when human right bodies and activists have long been denouncing the recent spate of extra-judicial killings by law enforcement agencies. It is therefore also a morale booster for those vocal against such killings.
Through this verdict, the High Court, has upheld our right to protection of law which is the inalienable right granted in our constitution for all citizens. The verdict also tells us that no arbitrary action detrimental to the life, liberty, and reputation is justified.
The scrapping of the law also means the parliament's jurisdiction to legislate was abused as it enacted a law that it could not have.  
The other significant part of the verdict is the court's bold pronouncement for giving compensation to victims of Operation Clean Heart carried out during the BNP led government from October 2002 to January 2003.
During the operation at least 57 people had died in custody and hundreds were tortured, according to published reports.
A few victims had tried to file cases against the killing and torture, but failed.
The then government in a hurried move had promulgated an ordinance indemnifying the joint forces against any charges of killings and tortures.
Later, the parliament enacted a law titled Joint Drive Indemnity Act 2003 by permanently blocking people's rights to seek justice.
After that for a long time, none of the surviving victims went to the court seeking remedy.
Nearly a decade later, Supreme Court lawyer ZI Khan Panna filed a writ petition with the HC in 2012 challenging the indemnity law, the second of its kind in the country. The first one was made in 1975 indemnifying the killers of Bangabandhu Sheikh Mujibur Rahman and most of his family members.
Finally, the HC bench of Justice Moyeenul Islam Chowdhury and Justice Md Ashraful Kamal on Sunday declared the law illegal, void abinitio (dead from the birth) and unconstitutional.
The court also ruled that any member of the families of victims of the operation can file cases with the lower court against those responsible for torture and custodial death of their relatives during the joint drive. Families can also seek compensation from the government through the High Court or any other court, it announced.
The verdict now allows the victims to seek justice.
Now the government is legally bound to compensate the victims for its failure to protect the people's fundamental rights which are right to life and right to protection of law.
This, perhaps, will set a new precedence in Bangladesh.
It has been an established precedence in some other countries, however.
For example, in India, the Supreme Court and High Court in some states have already ordered for compensations to victims of law enforcement agencies or criminals.
In December, 2013, the Supreme Court ordered that the government will have to compensate victims for wrongful implication by police.
The court ordered a compensation of Rs 50,000 to each of the four youths who were arrested by the police and charged with offences of robbery and attempt to cause death or grievous hurt. But the charges were proved false.
In March, 2014, India's Supreme Court has ordered the West Bengal government to pay 5 lakh rupees to a tribal woman who was gang-raped in January on orders of village elders.
The judges said the state had failed to protect the victim's fundamental rights as a woman.
In the Philippines, the government has enacted a law to compensate victims of human rights abuses. The then government on February 25, 2013 enacted the Human Rights Victims Reparation and Recognition Act.
The act addresses the widespread human rights abuses that took place under former President Ferdinand Marcos' government during the martial law period from 1972 to 1986.
In Sri Lanka, the government last year announced that it would compensate those injured or disabled in the civil war, a quarter of century conflict between the government and the Liberation Tigers of Tamil Eelam. 
In Chile, the government has enacted a law in 1992 and compensated the relatives of victims who had been victims of forced disappearance without trace. The move was taken to foster a "culture of respect for human rights" in Chile.
Now, we hope the landmark verdict of our HC will usher in a new era to consolidate our human rights.

BNP Chairperson Khaleda Zia left for London this evening for celebrating Eid-ul-Azha with her family members.

She will also get her eyes treatment there. The Zia family will have a re-union after seven years.

She was accompanied by one of her advisers Amir Khasru Mahmud Chowdhury, personal assistant Abdus Sattar and a domestic help Fatema Begum.

The BNP chief left the Hazrat Shahjalal International Airport for UK by an Emirates flight at 9:30pm, Sayrul Kabir Khan, a member of the BNP chief’s media wing told The Daily Star.

This is the first time Khaleda will celebrate Eid outside the country with her family members which include her elder son Tarique Rahman, his wife Zubaida Khan Rahman, their daughter, wife and two daughters of her younger son Arafat Rahman Koko.

Koko’s family members have already reached London from Malaysia.

Koko died of heart attack in Malaysia on January 24.

With Khaleda in London, the top three posts of BNP will be out of the country.

Party insiders said Khaleda is likely to stay in London for around two weeks.

During her stay there, Khaleda has instructed the party’s standing committee members--Nazrul Islam Khan, Goyeshwar Chandra Roy and joint secretary general Mohammad Shahjahan to look after party activities.

A new video captures the moment Philae, Europe's now-famous comet lander, first approached Comet 67P for its historic landing on 12 November last year.

Philae acquired a series of still images with its Rolis descent camera.

These pictures of the dusty, icy terrain were spaced 10 seconds apart, tracking the little probe's descent from a height of 67m down to just 9m.

Now, with the aid of visual effects, the Rolis sequence has been turned into a flowing, one-minute movie.

It is run in real-time, thus giving a good sense of what it would have been like to ride down to the comet's surface with Philae.

The European Space Agency (Esa) has released the movie to mark the one-year anniversary of the selection of the landing site, which was on the "head" of the duck-shaped comet.

BUMPY RIDE

Of course, as everyone now knows, Philae did not stay at this location - dubbed Agilkia - for very long.

After touching the surface, the lander immediately bounced away, travelling high over the comet for more than a kilometre, before finally coming to rest in a dark ditch.

Its whereabouts (this location has been called Abydos) is not known precisely, but scientists have a good hunch about where it is likely to be, to within a few metres.

This has not helped much, however, with their attempts to re-establish regular communications between Philae and its "mothership" Rosetta, which is still orbiting the comet.

After working for 60 hours following the landing on 12 November, the probe fell silent, unable to recharge its battery in its shadowed surroundings.

When lighting conditions improved with the change in seasons earlier this year, seven contacts with Philae were made. But these links were all too brief to restart any science observations on the surface of 67P.

Esa hopes to have better luck later in the year when Rosetta is able to move in close to the comet again. Currently, the relay satellite is standing off at a distance of several hundred km.

Going any closer risks running into the blizzard of dust and gas coming off Comet 67P, during this period when it is relatively close to the Sun. The dust storm would likely disrupt Rosetta's ability to navigate around the comet, potentially putting it in harm's way.

The visual effects in the descent movie were undertaken by Jakub Knapik of Platige Image; the Polish company also did the effects for Ambition, the promotional sci-fi short that Esa made in support of the Rosetta mission.

The accompanying music is an instrumental version of the track Saline by the English progressive rock band Frost*.

NEW YORK (AP) — Close your eyes and it felt like old times one morning last week on “The View.” Joy Behar’s sharp tongue was at work, warning presidential candidate Donald Trump to show more heart to women and teasing him about whether he was a Democrat or Republican.

Open your eyes and it’s clearly 2015.

Who are those women surrounding Behar on the stage? There’s Whoopi Goldberg — her, we know. But Michelle Collins? Paula Faris? Candace Cameron Bure? Raven-Symone? Forgive Behar if she wishes for nametags.

These are tough times at the show Barbara Walters invented to great success two decades ago, with viewers being asked to accept a second jarring makeover in 12 months. But September is a time for optimism in television, just like April is for baseball teams. And a cast member at the daytime knockoff “The Talk” may have unwittingly provided her rivals with locker room bulletin board material for motivation.

“We’re excited about the team on air and behind the scenes,” said James Goldston, president of ABC News, which took over supervision of the talk show from the network’s entertainment division last year. “They’ll be true to ‘The View’s’ roots and take it forward, too.”

The first season after Walters’ retirement began with the high-profile return of Rosie O’Donnell. But the heart attack survivor quit in February, citing stress. Rosie Perez was only on the job a few months before seeing newspaper rumors that producers were unhappy with her; she was gone by July. Nicolle Wallace similarly didn’t last a year, turning down an offer to return only on a part-time basis.

The backdrop lent bite to Goldberg’s on-air remark when holding a coffee mug with the show’s logo.

“There used to be faces on the cups,” she said last week, “because people stuck around.”

Turnover is tough on any TV show, but especially something like “The View.” The whole conceit is that people at home are sharing a cup of coffee with a group of friends, electronically speaking. Changing those friends over and over again destroys the illusion.

“It’s hard with rotating names of people coming in and out and the feeling that you don’t know who is going to be there the next day,” said Brian Teta, co-executive producer. “Now we don’t have that anymore. We have our team and that’s exciting.”

Teta, who used to work for David Letterman, is now the No. 2 off-screen leader under Candi Carter, a former producer at “The Oprah Winfrey Show” who recently launched a talk show for Ice T and his wife, Coco. They replace Bill Wolff, who lasted only a year as the replacement for long-time boss Bill Geddie.


Cameron Bure is inheriting the role as the show’s conservative voice, although her reprisal of her role as D.J. Tanner in the Netflix reboot “Fuller House” will limit her participation at first. At 29, former “Cosby Show” star Raven-Symone offers a youthful perspective, the comic Collins frequently tries to interject laugh lines and Faris has a news background.

Behar, who “retired” with great fanfare two years ago, said she was intrigued about coming back heading into an election year. Besides Trump, Elizabeth Warren was a guest on the show’s first week. Behar won’t be on every day, but will be the moderator on Fridays, and that show will be broadcast live — recently, the show has given itself three-day weekends by taping Friday shows in advance.

“They seem to be good,” Behar said of her new colleagues. “They seem to be listening to each other.”


Goldberg’s more cautious. “You’ll have to ask me in a month,” she said.

Goldberg offers continuity on the show seen by an average of 2.4 million people last season (down from 2.7 million the year before). ABC, though, had to delicately walk her away this summer from her vigorous defense of Bill Cosby against sexual assault charges, bringing Dan Abrams on a subsequent show to fully explain the extent of the allegations. It was a potential disaster to have Cosby’s most prominent public defender as the de facto leader on a daytime show that targets women.

“We are so fortunate to have Whoopi Goldberg,” Goldston said. “She’s an American legend and she’s achieved what mere mortals only dream of.”


The bulletin board material came courtesy of Julie Chen, whose CBS show “The Talk” has improved in the ratings in large part due to its stability. Chen told Howard Stern that she heard Walters say she was toying with the idea of going back to “The View” to save it, and she and others advised against it.

“That ship has sailed,” she said. “No one can turn it around. Stay away. It’ll only hurt your image.”

Walters’ spokeswoman declined comment. Goldston said he hadn’t heard Chen’s remarks.

You can bet, however, that they’ve been filed away at “The View.”

The Bangladesh Bank will circulate around Tk 25,000 crore worth of new notes in the economy ahead of the upcoming Eid-ul-Azha.

Deputy Governor of the central bank Nazneen Sultana made the announcement at a press conference at the BB head office in Dhaka today.

She said the central bank will provide 450 fake currency detecting machines to law enforcement agencies to prevent the use of counterfeit notes ahead of Eid.

Of these machines, 170 will be given for Dhaka metropolitan and remaining 280 for the rest of the country, Sultana added.

“In addition, there will be awareness campaign and deployment of BB teams at different places,” the deputy governor said.

Four Bangladeshi workers have been killed and four others injured in an accident at Yiti of Oman when they were traveling to their worksite.

The JCB machine in whose bucket they were traveling toppled over as it was being driven by an inexperienced driver on Sunday afternoon, reported Times of Oman on Monday.

JCB is equipment for construction, demolition and agriculture carried in mini vehicles.

Of the seven workers, who accidentally fell down, three were crushed to dead on the spot, while one succumbed to his injuries on Monday at a hospital in Muscat.

“Four others in that JCB bucket who suffered injuries were rushed to the hospital by the police,” a source in Yiti said.

All the victims were employed at a landscape project in Jebel Sifah.

“The remains of the dead have been shifted to the police hospital’s morgue,” a senior official from the Bangladesh embassy in Muscat told the Times of Oman.

“Efforts are on by the mission office to confirm their identities, including their addresses in Bangladesh, repatriate the remains and seek compensation.”

It is alleged that three out of four were undocumented workers. As such, it is anticipated that the recovery of their compensation could be difficult, the official added.

However, the embassy officials had not received the details of the deceased and injured yet.

According to sources in Yiti, workers traveling in JCB buckets and risking their lives is a common sight.

HUNTER BEEF
Hunter beef is a great dish for Eid-ul-Adha; ideal for cool evenings with tea or coffee. A simple meaty dish for meat lovers to enjoy.

Ingredients:
2 kg beef (whole piece of undercut)
¼ cup lemon juice
1 cup white vinegar
10 cloves garlic
2 tsp crushed black pepper
3 tbsp butter
Salt to taste




Method:
Wash the meat thoroughly and dry with kitchen towel. Make small holes in beef with a small knife, and put a garlic clove in each hole. Put vinegar, salt black pepper and lemon juice in a bowl, mix well. Apply this mixture on beefed cover with plastic sheet. Leave it to marinate overnight. Steam it in the steamer for 30 minutes, and then apply butter and bake in a pre-heated oven for 20 minutes. Delicious hunter beef is ready to be served.


GARLIC STEAK
Quick and easy to make with few ingredients; great for an on-the-fly marinade. Tangy dressing and sauce are used to accentuate the natural flavour of the cut, while the minced garlic provides a delectable rich flavour. 





Ingredients:
2 kg beef sirloin steak, at least ¾ inch thick
1 bottle salad dressing
2 tbsp Tabasco sauce
2 tbsp minced garlic
1 tbsp olive oil
Salt and pepper to taste

Method:
Score the steaks lightly on both sides using a sharp knife. Place in a shallow baking dish. Pour the salad dressing and Tabasco sauce over them, and sprinkle with garlic. Rub the marinade into the steaks. Turn steaks over and repeat on the other side. Marinade in the refrigerator for 2 to 24 hours. Preheat a grill to medium-high heat. Grill steaks for about 10 minutes per side, or to desired doneness. Season it with salt and pepper to taste before serving.






SPICY MUTTON CHOPS
Ingredients:
½ kg mutton chops, washed and cleaned (10-12 pieces)
1 cup beaten plain low fat yoghurt
4 green chillies, finely chopped
2 tsp coriander powder
½ tsp turmeric powder
½ tsp ginger-garlic paste
1 tsp red chilli powder
1 tsp garam masala powder
1 egg
Salt to taste
Oil for shallow frying
2 sliced onions, for garnish
1 sliced lime, for garnish



Method:
In a bowl, mix together the beaten yoghurt, ginger-garlic paste, coriander, red chilli, turmeric and garam masala powders, green chillies and salt. Add the chopped mutton pieces. Mix well so that the chops are coated well with the marinade. Marinate for 3 hours. Put the mutton chops in a pan and cook in low heat till done. Dry the gravy thoroughly. Remove each piece and keep aside. Beat an egg in a bowl until light and fluffy. Just before serving, dip each mutton chop piece in the beaten egg. Heat oil in a wok. Shallow fry the mutton chops until browned on the both side. Drain on clean paper towels to remove excess oil. Transfer in a serving platter. Garnish with onion and lemon slices. Serve immediately.






COLD FILLET OF BEEF
Ingredients:
1 kg fillet of beef, trimmed of all fat
2 tbsp soy sauce
2 tbsp olive oil or peanut oil
2 tbsp vinegar
6 cloves garlic, chopped
1 tsp Tabasco
Freshly ground pepper

Method:
Marinate the fillet in the rest of the ingredients for 24 hours in the refrigerator, turning several times. Remove and dry. Put boiling rack on a pan covered with aluminium foil. Roast at 475 degrees for 25 minutes. Baste with marinade 3-4 times during the roasting. Allow to cool, if possible do not refrigerate. Slice and arrange on a platter with watercress and tiny cherry tomatoes. This should be eaten the day it is roasted, does not keep oil in the refrigerator because it takes in a strong taste.

Kuwait has sentenced seven people to death over the suicide bombing of a Shia mosque in which at least 27 people were killed.

More than 220 people were wounded in the 26 June attack, which targeted the Imam Sadiq Mosque in a busy area to the east of Kuwait City.

Another eight suspects were given terms of between two and 15 years in jail while 14 others were acquitted.

A group affiliated with Islamic State (IS) said it was behind the attack.

Tunisia and France saw attacks on the same day, although no definite link between them has been established.

The attacks came in the Islamic holy month of Ramadan, when IS had urged its followers to mount attacks.

IS regards Shia Muslims as heretics and says it was behind the attack.

The organisation has carried out similar recent attacks in neighbouring Saudi Arabia and Yemen.

Kuwait says the man who carried out the bombing was a Saudi citizen named Fahd Suleiman Abdulmohsen al-Qaba'a.

Hungary has brought in tough new migrant laws which it says will "start a new era" in preventing the inflow of illegal immigrants.

Police can now detain anyone who tries to breach a razor-wire fence built on the border with Serbia.

Hungary has become a key point on the journey north for thousands of migrants from the Middle East and Africa.

On Monday, EU ministers failed to agree unanimously on mandatory quotas to relocate 120,000 asylum seekers.

Instead, at the meeting in Brussels, a majority agreed "in principle" and negotiations will now take place ahead of another meeting in October.

'Green borders'

The new Hungarian laws came into effect at midnight (22:00 GMT Monday).

From now on anyone who crosses the border illegally will face criminal charges, and 30 judges have been put on standby to try potential offenders.

The laws also make it a criminal offence - punishable by prison or deportation - to damage the newly-built four-metre (13ft) fence along Hungary's 175km (110 mile) border with Serbia.

As darkness fell on Monday night, a locomotive and a single wagon unloaded coils of razor wire on the barrier across the railway, and those migrants who were unable to cross set out on the 12km walk to Kiralyhalom, the next border crossing point.

The previous day, I drove the same section and counted 17 points at which the fence had been breached.

If the fence does prove too difficult to cross, many people may loop round to cross through Hungary's still almost unguarded borders with Romania (450km) or Croatia (350km).

Mounted police have been deployed along the border.

Police also sealed a railway crossing point that had been used by tens of thousands of migrants to enter the EU.

"We will start a new era," government spokesman Zoltan Kovacs said shortly after midnight. "We will stop the inflow of illegal migrants over our green borders."

But he added: "That also means that the official and legal ways to come to Hungary and therefore to the European Union remain open. That's all we ask from all migrants - that they should comply with international and European law."

'No consensus'

At the Brussels talks, Luxembourg, which holds the EU presidency, said it was hoped that the relocation proposal could be made law at a meeting on 8 October.

The Czech Republic, Slovakia and Hungary were reportedly among the nations opposed to mandatory quotas.

"There was no consensus, several countries disagreed," Slovak Interior Minister Robert Kalinak said after the talks.

Luxembourg Foreign Minister Jean Asselborn said "not everyone is on board at the moment".

He warned the situation in Europe was "urgent and dramatic and time is of the essence".

Ministers did, however, agree to begin the relocation of 40,000 migrants from Greece and Italy to other EU states, as proposed by the European Commission before the summer.

After a difficult meeting marked by heated debate, there was no unanimous agreement on the proposal to relocate another 120,000 refugees across the EU - with mandatory quotas for individual member states.

The idea was to take the strain off countries like Greece and Italy, where most refugees first arrive. A clear majority of countries did agree to the proposal in principle, and that would be enough to push it through if necessary, against the wishes of countries like Hungary, Slovakia and the Czech Republic that remain opposed. For now though, there will be further talks in the hope of maintaining unity, at a time when many of the core values of the European Union are being put under close scrutiny.

EU ministers also agreed to push ahead with robust measures to process new arrivals more quickly and efficiently, and send home those whose asylum applications are rejected. But critics will be disappointed that more decisive action was not taken, given the scale of the crisis confronting Europe.

Under complex EU rules, a unanimous vote is not required and decisions can be made with a qualified majority.

However, correspondents say that would be a show of disunity that the EU is trying to avoid.

Asselborn said a list of safe countries, to which failed asylum seekers can be returned, had been agreed on principle.

European states have been struggling to cope with a record influx of migrants, who are mainly trying to reach Germany and Sweden.

On Monday, a number of European countries followed Germany's suit in introducing temporary border checks.

The moves are a challenge to the EU's Schengen agreement on free movement, although the rules do allow for temporary controls in emergencies.

Austrian police said up to 7,000 people had arrived from Hungary on Monday, and 14,000 on Sunday.

Chancellor Werner Faymann said troops were also being deployed, mainly to provide humanitarian help within Austria, but would be sent to the border if necessary.
